Paul in 1 Cor. 16:21-24 sets forth a view of Agape Love. He loves those who are in Christ while bringing judgment upon apostates, reprobates, the blackslidden, and the lukewarm. Those judged by Paul are either judged with a convicting judgment (for a chance of salvation) or judged with a condemnation judgment, which means there is no hope for them and thus they are destined to hell. The apostates, reprobates are included in the condemnation judgment; backsliders and those who are lukewarm are judged with a convicting judgment. Also, Paul has in his mind those who are false teachers, preachers, apostles, and prophets. These can be backslidden or lukewarm; they can be also apostates and reprobates.
